Do you have to file income tax return if you receive cash assistance from the state?

Depends upon the type of assistance.
If it’s unemployment compensation it’s taxable and if it’s more than the filing requirement for your filing status then you must file.
If it’s welfare such as TANF, Medicaid, Section 8, WIC or food stamps then it’s not taxable and need not be reported.
