It is called a "payday loan".
No normal lender will give you a loan without checking your credit.
No normal lender will ask you for an up front fee to process your loan either.

There is no commercial product on the market. That would be ridiculous. Credit companies make money from lending money. They do carry out "credit checks" - that stands for their own procedures for checking applications.
You can only ask friends to lend you money with no fees.
